'03 Toyota Camry LE - No Start

This '03 Camry won't start no matter what I try. When you turn the key to the "run" position and try to start the car, absolutely nothing happens. The lights in the dash doesn't even come on - you can't even see the odo come on too! Power windows doesn't work when you have it in the "on" position. The radio doesn't even work now. I've tried looking at fuses, replaced those that were blown - I believe one was ECTS and I believe the other was a radio fuse.

What's more baffling is that the battery is brand new. I'm thinking that whoever jump started this car, somehow fried the ECM. Any thoughts?

Sure the battery is good? New can still mean it's dead.

Get the tester to check CCA of the battery and it's voltage.

are you sure you replaced all the fuses? check the engine compartment fuses... if the alternator fuse (120A) is blown, nothing will work even if your battery is brand new.

i once accidentally shorted out the positive lead from the alternator to the oil dipstick tube... it welded itself to the tube and blew the alternator fuse. afterward, nothing would work. no power to anything... not a blip... like the battery was removed even though it was still connected.

if it is blown, be prepared to literally take the engine compartment fuse box apart. that fuse is bolted in and is not easily replaced and not easily found in local parts stores either. i spent hours going to different stores (dealership was closed) looking for the same rated fuse and spent hours replacing it. i've since learned my lesson... always remove the battery when doing anything with the alternator or electrical wiring!
