PLEASE HELP! My 2003 Camry Makes Loud Grinding noise on cold starts!

I just bought a 2003 Toyota Camry 2.4L 4 cylinder. We had no problem in the summer, but we live in klamath falls where it is very cold in winter, well when it got cold outside the car would make a grinding / winding noise very loud for about 3 seconds then goes to idle. I brought it back to the dealer and they replaced the belt, it still did it. Flushed the P/S fluid. It still did it. THen they replaced the P/S pump, it still does it. The car is under warranty now and they are telling me thats normal. If it is normal why did they do all of those things to try to fix it. The dealer had another 03 camry that they said made the same noise and i told them to start it, it made a slight noise but nothing like what mines doing. Could it be a tensioner, starter, or battery? PLEASE HELP!:face palm:

Ask them to check the drive belt/tensioner squeal TSB. Possibly #04004 (?).

I don't know if used cars are covered under Lemon Law. Maybe that's what they're trying to avoid by trying to shove you under the carpet?
