HID is best, but requires major modding to your lights (projector retrofitting) and requires re-wiring (ballasts, etc).
If you want something really easy to brighten up your headlights and visibility, buy yourself some Sylvannia Silverstar Ultra light bulbs and pop them in. I saw the difference on a buddy's RSX, and they are definitely way brighter and look way better as the light is a more white of a beam. Only catch here is that they apparently burn out a bit sooner than regular bulbs.
Those bulbs you saw on ebay are no good as they are too blue (~8500) and blue actually produces less light (less lumens).
Check out hidplanet.com, thats the best site for anything HID related. I think the sight's down right, but anyone there would be more then capable of helping you with anything. As for doing the actual conversion, the 6th gen headlights are really easy. Its just opening up the headlights and swapping in an HID 2.5" projector(tsx, s2k, fx, sc430...etc I don't know if the 09's have a different size projector or not, but if it is 3", you'll have even more options.) The hard part is making the bracket for the swap. As for the time it takes to do it, it could take anywhere from 2 hours to 2 weeks to 2 months. It just depends on your skill level and how involved you want to make it. Generally projector swaps are really easy and don't take more then a day.

The 08+ solara projectors are a direct swap for the camry projectors too. Theres a thread somewhere, but basically, you won't need to do any modding, just unscrew the old ones and screw in the new ones. the solara has a d4s setup.

good luck finding them though. same with mdxs. i wish we never mentioned how good the fitment is in a sense. as soon as we did all the sets got swept up and the prices flew up.
i hate to be devils advocate or anything, but why cant you just use the stock projectors on the newer camry with HIDs? Itll do the job of keeping the light contained and out of other people, and still project fairly well (without requiring the $300 retrofit).
theres a glare box also called a squirrel spotter and it hits the cars in front of you eyes which may cause a hazardous situation

Agreed. A lot of TN members have successfully performed this modification including myself. It's a lot cheaper and less labor intense as compared to a $400-500 retrofit plus god knows how many man hours.

However with Gen 6.5 (2010) you can not cover squirrel spotter. This was confirmed my Netforcer.
