2007 Camry EFI issue

My mother has a 2007 camry it is not getting fuel, also when you key it on the CEL does not appear.

I traced around and located 2 fuses underneath the hood ( it is a 6 cyl 6 speed) Efi 2 and Efi 3. They are a constant ground with ign off and sit at .23 volts with the key on. If i probe them and send 12v to these fuses the CEL comes on and car starts with no problem. I have checked each ign coming out of the ign switch and fuses in both panels.

Has anyone else had a similar problem with this? i have limited time daily to diagnose this issue, so if anyone can give me a heads up i would appreciate it.

Check the 30A EFI Main fuse. If it is good, check / replace the EFI relay, which uses the EFI Main and routes its power to EFI 2 & EFI 3 fuses.

Efi main is good, where is the efi relay? nothing underhood says efi relay wise.

The EFI relay is inside the module (junction block) that the EFI fuse is in, which separates from the rest of the fuses and relays, it also has the horn S-horn and both high beam relays.
The engine control system (ES) manual for your engine has a procedure to test it.
I couldn't find the exact location. My car is in VA and I am in AK, or I would go out and look.
