Seat Belt Folds and Binds '04 Camry

This began happening every few months, then every month, then every couple of weeks, then . . . Now it happens almost every time I get in the car.

The seat belt folds onto itself and binds in the retractor mechanism making it neither come out or go in. I screw with it for 2-5 minutes and to clear it and get it working again and again. It's begun to reallllllly aggravate me. Anybody know a fix for this?

I take it from the absence of replies that no one know what to do about this any more than I.
