'07 Camry rubber gasket coming off from bottom of steering rack?

question about '07 Camry

on the bottoms of the steering rack, located just above the brake pedal,
there's a big black rubber gasket. I don't know what it's called, but it
has come off on its own twice already. when it's off, you can see past
the floor pan and the ground under the car. I can always tell that it's
off when I hear outside noise while driving.

Has anyone experienced this problem? The dealer simply popped the
gasket back and tightend it, but it kept coming off for some reason.

It hasn't happened to me and I've never heard of it before. There must be a reason, so see if the shaft is somehow loose and moves around as you turn the wheel. I hve no clue why it might be loose like this if it is, but it would be a reason for the seal to come loose. Beyond that, get some Permagasket sealer and glue it back in place.
