check the wheel balancing and alignment especially if the shaking is more pronounced when you brake at higher speeds. 95% chance you just need to get your wheels balanced.
with a warped rotor you will usually get an odd pulsating kind of feeling moreso than a shaking in the steering wheel when you brake.

my steering wheels shake when i'm breaking to exit freeways
local driving is a little bit better though
yup. definitely sounds like you need to get your wheels balanced. Go to a good reputable shop that specializes in tires (jack-of-all-trades type garages won't do a good job and won't have the best balancing equipment.)
Get all four of your wheels balanced and see if that doesn't fix the problem.

If the steering wheel only vibrates when you are hitting the brakes, you should get your brake rotors resurfaced. I am not 100% sure, but I think this costs around $80-120 or so for each pair of rotors. Most shops will suggest that you replace your brake pads when you resurface your rotors so it would probably cost $150-200 for new pads and resurfacing your rotors.
Keep in mind that resurfaced rotors have less material and therefore are more susceptible to warping, but the cost for new rotors is an additional $200 or so for the pair so your total brake job would probably be around $400.

How much mileage do you have on your car?
Last time I had rotors turned, it costed about $15 each. I of coarse removed them myself and took them in. It will cost more if you just take ur car in.

I had the exact same issue with my 2007 with 33k camry
i had alignment done and my steering wheel was still shaking when braking from 70mph exiting a freeway.
if the steering wheel vibrates driving at high speeds then most likely need balancing.
if the steering wheel only vibrates when braking, then most likely rotors and brakes.
when I checked my pads, there were still more than enough.
since then, i've done a balancing and rotation and it has helped a little bit but i know the problem is still there. It's not too bad so I won't get it fixed yet. My front struts are also leaking so i need to narrow down to struts or rotors being warped. as many people here say, dont' get it machined, just get new ones. they're not that expensive.

It all depends on who performs the repair on it to determine the cost. If he does it himself, not too bad, maybe $200 for pads and rotors. If he has a shop do it, he's looking at close to $400. Even if he just wants to change the rotors, not a good idea, he needs to replace the pads also. Never replace one without the other. Just my 2 cents!
