Camry LE rear view mirror question

Hi All,
I just purchased a 2011 Red Camry LE and it has the plain standard mirror. I have a question about it.

I can not adjust the rear view mirror in the "normal" position to see at least half of the rear window. It seems the rear view mirror is pointing too low and I can not adjust it high enough so I can see the rear window in "normal" position.

Before trying to force moving this part, I want to check here first if this part is adjustable. I don't want to force it and break that bar. I hope this is the reason why the mirror seem not to be adjust high enough to see the rear window when it is in normal position.

Can anyone tell me if the below part is adjustable and if anyone experience from the Camry standard mirror can not adjust high enough in normal position?

Move the bar..........it is on a ball pivot.
