When I have cruise on and I am on a relatively flat road (ie no upward or downward hills), the cruise stays at target/set speed.
When I have cruise on and I am going up a hill the engine revs way up and the speed goes significantly beyond the target/set speed and stays higher than target for significant time before it falls back to target/set speed.
I thought cruise was supposed to keep it at target/set speed no matter what the conditions? Is the above normal?
No, that doesn't sound normal to me. The speed shouldn't go above your set speed.
On my Camry's, ('09 and '05) when I come to a hill the car may have to drop to a lower gear (RPMs will go up) in attempts to maintain the set speed, but it never goes faster than I've set the cruise for (when going up hill like your post reads). If it's a steep downhill, it's possible to go beyond the set speed.
My '09 does it better than the '05 Camry. The '09 only drops one gear, but the '05 seems to drop down to 3rd causing RPM's to jump up considerably.
Cruise will generally prevent you from going below the your set speed, but it WILL go beyond it easily.
Since I have 6 gears and a V6, my Cruise probably behaves differently from yours. If I set it to 60mph, and then start sliding down hill, the car will ramp up to 65-70mph. If I start going up hill, it will just increase revs slowly (stays in 6th gear) and maintain 60mph.

Your Cruise doesn't back off the gas paddle? Unless it's a steep hill than the Cruise just let go of the gas paddle completely, the cruise have no control on the brake and gravity take over. And if you want the car to go even faster, put it in neutral.

It backs off the throttle but not enough, the car always goes a few mph faster when going down hill.
