Was thinking of getting it. Does it actually work? Is it actually as effective as it says?

Or is this all a sham? I'm not a know-it-all about cars. So advice would be grateful.

Almost guaranteed to be a scam. Skip it. Anything that claims such a significant improvement in both MPG and horsepower is bull.
