the fuse in of itself doesn't look like it has any bolt hole, at least not from the pics you provide. are you saying you need to now remove the right side of the fuses to allow this new one to go in..?? cuz it just looks like the fuse pops in/out. BUT that big piece of copper(?) seems to go under the right side where the other fuses are...?????
it could also be a "snap fit" like the fuse box. in other words, there may only be a "tab either in the middle or on the ends (built into the fuse box), that you need to insert a screw driver to release.../??

This fuse supplies a lot of current to a lot of systems so it needs to be replaced first.
The holder that contains the fuse can be pulled out of the rest of the fuse box to get to the bolts that connect it, you have to look very closely for the release tabs and release them with a small screwdriver while pulling up on the holder, if you have no success doing this have the toyota dealer replace the fuse it may save you time and frustration because it's not as easy as it sounds.
