Right light has the shakes.

Hey all, I searched for a thread on this, it seems I'm one of few who encountered this problem.

DDM Tuning 5000K HID Kit was installed three months ago. The right side always turned on later than the left side by an eighth of a second. I called DDM and they said it was normal. Now, the beam shakes, and it's not my light housing, as the car can be off and it will still shake, ever so slightly, like in this video I found:

I swapped the bulbs around, even used some ebay HID bulbs, and it persists. Is it my ballast?

I would say it's the ballast. I would test the good ballast on the side that does this and see if the bulb acts the same.
