call up your toyota dealer and tell them your stock bulbs did that. I wouldn't tell them HID's did that, they probably wont cover it with warranty. But who knows. Good luck.
Looks like you didn't install the bulb properly. Trim the excess plastic to make it like normal, and try fitting the bulb. If it fits snug you'll be ok.
I wouldn't tell the dealer.

I would try to fix that before try to buy a signal headlight. I'm sure you can reheat that and remove it while it's warm. I dunno just thinking how to remove the plastic

just ask someone and they said the part is not replaceable, i will need to get a whole headlight unit which is like 200 before discount, before labor

You can buy a headlight (use Depo headlight) and install it by yourself. A little work, but it's doable. If you show this to the dealer, they will ask for the bulb which did this. You can't show them your stock bulb since they will know you're lying.
just spoke to someone. he said he can change the whole headlight because thats what we have to do, he said its going to be aftermarket, but its going to look the same, any advise?

Try doing what I said before replacing the headlight. You'll need to remove it to get more work room. Get a dremel and razor to make the hole and slot normal. You only need to fix the top and left slot.
