When I had my ye-olde Corolla the cluster was similarly scratched and cloudy on the outside. It was also VERY dirty on the inside. I sorted it out by removing the cluster then removing the front section from the main cluster assembly. The dirt cleaned off with a sponge, then I polished it with a soft cloth and ordinary car polish. Then reassemble and refit.
Obviously we're talking about a significant bit of work here, but the result was very worthwhile and made the gauges clear and easy to read.
