The story implies vehicles were illegally imported. Likely the right bribe wasn't paid to the right person.

do you know how much camry locally built! cost in russia? $30+K, fully loaded almost 50K.

government collecting sky high import tax and manufacturers paying them to.
all this for one reason: to protect russian car builders: AZLK, avtovag, avtogaz.
they all making cars from last century, some models been in production for 40 years!

instead of really doing something government just increases taxes every year and of sure not everyone can afford good car, so illegal import is there to help. but not everything always going smooth.
in most cases they don’t crash cars, it's only for media purpose.
most of this cars will be bought by government for pennies and then sold to someone else...
