So you woke up and found it like that? Can't you just push it in and let it clipped back?

There are several small clips along bumper-fender line. They usually fine and if you push bumper edge inside should clip in place.
if you look from wheel side, there is plastic insert and grommet half way down, which going through fender well cover and bumper to small plastic Z shaped grommet, turn it half a turn, it should click a little and pull out insert and then grommet.

Then, in the corner of bumper fender contact point, inside, you'll need to pull well lining away, 10mm bolt going through fender hole to the grommet in the fender.
Pull it out. if bolt hole broken, you need to fix it first.

for new bumper (they wont fix just a hole) and paint job-$700 or so.
don't even go there. go to small boduy shop.
hole can be epoxy glued and then put big washer under bolt.

My lip isn't painted, it's vinyl, my sticker on the front windshield is gone now, wiped it too hard and it came off. But the rear I got it from ebay, it's holding up good so far.

Go to a bodyshop, not Toyota.

A few bucks will fix it. Maybe $40 at most.
