I recently went through the TPMS educational excercise for my "new to me" 2008 LE. I had a long conversation with Chris at K-tool, maker of the TIPS TPMS tool. Once of the things he told me, for US cars anyway not sure about Canada was that the program was phased in over 3 years:
2007 - 10% of cars produced in US required to have it
2008 - 70% req'd
2009 - 100% TPMS req'd
Not sure on what Toyota's take on those numbers are of if they decided to do more before required. But for an 07, esspecially if made early in the model year, I'd doubt it would be worth your trouble. Count your blessings and resell the sensors would be my thought. Like Njerald says, there are several things required to make it work and if you don't see a reset button, I doubt there's the antenna or idiot light in the cluster for them either. There are some aftermarket TPMS kits with their own sensors, and receiver I've seen listed for a couple hundred bucks or so. Do a search on Amazon.com, Schrader appears to have one with sensors for $199 and a no name brand for $139 with sensors. But I'd say buy a nice tire guage and check them regularly and save yourself the headache (yeah, I know you didn't want to hear that, but I'd LOVE it if my car had come without the system!).
I just bought some summer rims and LRR tires along with a set of 4 new Pacific TPMS sensors (same as OEM) and a TPMS Quickset tool to be able to manage my tire changes. The sensors and tool added about $175 just to be able to switch out my tires myself.
