From the pictures I can't tell what you are talking about, but perhaps the valve cover is loose or the gasket is shot. See if the whole thing can be torqued down just a little. The stuff on your finger looks more like grease than oil, so if it is leaking, it isn't leaking very much.

DO NOT over tighten the bolts, they will bottom out and shear off. Weird design. You need to remove the plastic cover and replace the valve cover gasket and spark plug tube seals. Common problem on the 1mz.

Yup, if you want, remove the plastic covered and take a pic. Makes it easier to determine if its leaking.

Its fairly easy to do, IIRC, its about 10 bolts and 2 nuts holding a harness cover to the valve cover. The upper radiator hose needs to be removed, so make sure you have Toyota Long Life Coolant.
You will need a torque wrench and basic tools.

Felpro has a gasket kit for both the front and rear valve cover with spark plug tube seals. Check if the rear valve cover gasket is leaking also, as it tends to leak first.

Here is the video with the cover on. and there is a rattling noise do you know what is the cause? The Rattling noise is NOT from the plastic cover. I took the cover off before and rev engine same way and it made same noise. It happens around 2100 - 2400 RPM.
Ill go take more pics of it with the cover off.

That's definitely the valve cover gasket leaking. Check the rear one also, but when the engine is COLD.

As for the noise, it sound like the timing belt is rapidly slapping the timing cover.

When was the timing belt replaced, and if so was the tensioner replaced also?

The yellow sticker in the video says around 88K mileage. the previous owner did not say if it has been replaced (the tensioner). but he did have documentation of the timing belt replacement. ill look at it too. but ill go take pics of the cover off and remove the cover of the timing belt to see anything interesting.

Leaking for sure. Replace the gasket and tube seals.

As for the tapping noise, check the alternator/ac and ps belt and make sure they're tight. If they are, its most likely your tb and tensioner.

It didn't look like it is actually dripping oil--just a little wet on the edge. Might be a function of the winter temps making things hard and contract a little. I'd check it weekly and let it go until things thaw a little.

Yeah I wouldn't worry about it for now, take care of it when it gets warmer.

Although you have a heavy leak around the pcv valve. Looks like it needs replacement and maybe the pcv valve grommet too.

I see the rear valve cover gasket is leaking at the top, but check the rear. The way the engine is positioned, there is a constant oil pool and the back of the valve cover. So check that when the engine is COLD.
