Not so sure on 1&2 but an alignment will help with the shake. Are your wheels off balance? And too some rare cases when slowing down the vibration can be from warped rotors due to high brake temps, but if you're experiencing the vibes at speed and slow down could this be contributing to the dash as well? There truely isn't much to the dash aside from the cluster, radio and heat controls, and the heater core. The dash itself is one piece from left to right with the clock cluster on top. Everthing else is essentially screwed onto it or snapped into it braced to the chassis/body at various points.

Yeah cause it's like I stated, the dash/ip is all one piece from left to right, one piece of plastic reinforced will metal brackets for mounting other items to it as well as mounting it to the car. There really isn't much to it, so yeah any vibes you get else where will cause it to shake and shutter like a bumpy road. Try the alignment and while you're there have the wheels and tires checked as well, aftermarket I'm assuming, sometimes the wheels will lose the weights causing major pains and belt separation will do this too and is often not noticed by an untrained eye on the lower profile tires. Let me know what comes of all this though.

Kind of a longshot since you're in DC, but any chance you've picked up a bunch of frozen slush in the back of your wheel wells and perhaps frozen to your wheel? I've had that throw the ride way out of whack but was quickly solved by knocking all that crap off the wheels and fender wells. Seems funny it came on all of a sudden. If not slush, how about a spouse or other driver who hit something solid and isn't owning up to it?
