2007 camry fuel problem

I have an 07 camry that you have to fuel up very slowly or the nozzle will shut off as if the tank is full. You have to trickle the gas in at about 1/4 normal rate and it takes about 20 minutes to fill the tank. The dealer says I need a new charcoal canister and quoted almost $1000 to replace it. I get the feeling that this might be just a guess on their part. Anybody ever see this problem before and has anyone tried to change out the canister. Judging from the service manual, it looks like a big job.
