Oh...the skid plate? A few bolts aren't a big deal but lots of them will cause the plastic to wobble up and down under the car...it's very entertaining to watch while you're driving down the highway. If it's wobbling like that, you're going to see a decrease in gas mileage as the "skid plate" is there to help with aerodynamics. Also, there will be a much greater chance of you catching road debris with it loose like that.
As for the bolt size, I can't recall, I usually throw what's called "Christmas trees" in the holes and they hold up pretty good. They're just plastic push pins that slide in, they come in tons of different sizes.
