2006 power door locks

I have a 2002 and a 2006 Camry. The 06 power door locks will NOT work either with the FOB or by using the electric switches. The driver door lock barely (sometimes) moves from unlocked to locked but never all the way and never from lock to unlock. NONE of the four door locks move by using the master switch on the driver door arm rest. That said, I took the main switch from the 2002 and tried it on the 2006...still didn't work. However, the main switch (driver side) and the passenger switch both worked on the 2002. In all situations, I hear a clicking sound coming from the fuse box under and to the left of the steering wheel.

Replace the solenoids in the door locks.

On my 2002 Camry, I'm reading 13v on 2 of the 12 pins coming to the master switch whereas on the 2006 I'm only reading 10v on those same two pins. Where is power to those pins coming from? Body ECU? If so, how and where can I check power leaving Body ECU?
