How to mount front tag on 2010 Camry

I got these 2 brackets but unsure how they go on. No holes are drilled in the bumper, just some dimples where I assume it goes.

Take it back to the dealer and have them do it... or just leave it off and put it in the windshield.

You screw the bracket where you drill the holes, then you screw the plate into the bracket. Or just leave the bracket off and put the plate directly on the bumper.

They look like the pieces that bolt on the undercarriage directly in front of the front tires like a deflector/mudflap sort of thing. They aren't very flexible though and they are made of plastic.

No they not mud flaps. They are contoured wrong for that.

They aren't mud flaps, but they sort of resemble them. Take a picture of them laying down. I'm almost certain that they are those pieces. I replaced the fender liners in my car last fall and you have to remove those pieces in order to remove and install the liners.

The way they install they leave a rectangular gap between the pieces and another part of the undercarriage splash guards.

You can see part of it hanging here with the opening. The rest blends in with the tire.

I can't right now since it's dark and raining. I would bet that they were extra for whatever reason. I'm sure your car has them installed because the bolts for mounting them also hold the liner and splash guards in place. Just go look right in front of your front tires and compare it to these.

Here is another picture where you can see them directly in front of the front tires.
