cooling fans

on 2004 camry Le 4cyl electric cooling fans (2) will not turn on, fuses and relays ok, fans work if connected directly to battery. car starts to overhead when sitting and A/C stops cooling when sitting in traffic what's wrong?

I would suspect that the radiator fan switch is bad. A search of this forum ought to turn up one or more past threads that address this issue since it's a fairly common problem.

do you know where the switch is located on 2004 camry Le 4cyl, and remember the A/C fan doesn't go on either, I thought that fan goes on automatically when a/c turned on but doesn't, do you still think its the temperature switch?

For the 4-cyl Camry specifically, no. If you don't have one already I'd recommend buying the factory service manual in order to most effectively troubleshoot this and any other issues that may crop up with your Camry. Ebay is a good source for used copies of the FSM at a reasonable price.

I would start checking the voltage from the first fan connectors and work back to other components.

You really need an electrical schematic, but there is going to be a relay for the fans and my educated guess is that it is in the fuse box under the hood. The engine fans and ac fans are the same and if neither works, obviously the issue is way up stream, so find the relay. My guess is that is toast. If you can take the cover off and look at the contacts, they are likely burned. A little buffing might get another week's life out of them. Better to just replace it.
