2010 Camry engine balancer

2010 camry, 4cyl, 2.5L, need help with reinstalling balancer. I got instructions from toyota, and the marks description/alignment seems to be off. Instructions state to align marks, but then others don't align per their instructions. I need to know which marks exactly to align.

Do cutouts have to be on the inside or outside?

Where does this mark go to? There are two dots on one side.

Before installing, instructions state "Rotate the crankshaft clockwise so that the crankshaft key is at the position 90 degrees"...so I would like to know if this step is related to the installation of balancer? Or should the first cylinder be at TDC?

Balancer was removed, but the shafts were not taken out from the casing.
