Seat Heater Issue

Hello All

I just purchased a 2011 XLE and have been experiencing an interesting issue with the seat heater. When I turn it on, it doesn't seem to come on but after a while it seems to go on full power but only for a short time. My question is: is that how it is supposed to work? Just checking. I am a new owner and was hoping the heater would run more of the time.

This is the same thing I notice in my Camry, my Avalon seat heater seems to be more effective.

The BMW 540i I used to drive would randomly go from cold, to so hot it could burn your clothing and melt the seat. No kidding.

Chalk it up to normal operation
