noticed this for quite some time...when i turn on my fan to medium (whether it be A/C or heater), it seems that the vents doesnt really blow any thing out...but after like 3-5 mins or so, it gradually blows out more air. is this normal? Thanks

If it really does take 3-5 minutes, you may have a vacuum leak. Engine vacuum controls the HVAC registers - floor, vents and defrost. If it just seems like it takes a little while, probably normal.

I think the HVAC registers are electrical servo motors with position sensors.
Is the OP's system an automatic system?

"Kinda Hard to ID in a Parking Lot"
So someone else has this problem, 2009 camry SE, same thing, feels like it doesnt blow anything but takes about 3mins or so to pick up, went to Toyota, of course they said nothing. I just hope the blower is not about to blow, no pun intended. If you find a fix, let me know.
Luna2: mine is not the auto climate one..just old fashion knobs.
Realdamage: I sat in my friend's 2010 and he said his is the same thing...so i think its normal. but i am going to dealer tomorrow for oil change...i will ask

The HVAC controls are computerized...
The HVAC ECU has to position the servo/control vanes, could take several seconds to complete after the Power On Self Test for the ECU and then complete sending the position commands to servos with feedback, probably one at a time.
My 07 "Plain Jane" LE had some lag with the air flow, but I got accustomed to it.
To ask the service department never hurts...
