What they mean by tuning

I have 2002 camry V6,I did a battery replacment few monthes ago.it gave me hard time to start,crancking but will not ru,.I did clean the throttle body and was fine.I left the car for few days,came back will not start,you hear the starter but no crancking,a neighbour mechanic kept starting and did start .He said it needs tunning.The car has 104 k miles on it.

Tuning can mean different things. I would guess changing spark plugs and possibly the plug wires if they're old. (It used to include points, condenser, rotor bug and maybe a new distributor cap but new cars don't use these.) It could also include cleaning or replacing the fuel injectors. You did the throttle body already. Changing the oil and filter is usually part of a routine tuneup in my book but shouldn't affect starting. When you say you can hear the starter but no cranking to me that means the starter is spinning but not engaging which results in a loud whine. Cranking means the engine is being turned by the starter. However, if there are no cylinders firing, (as if out of gas or no spark) some people mistakenly call that no cranking sometimes. Could that be what you mean? Or is it really not cranking but the mechanic kept trying until it did crank the engine and start?
JMHO but that's my random thoughts for now.
