2007 camry rear disc caliper banjo bolt leaking

guys, I replaced 2 bad calipers on my 2007 camry. They are reman calipers. I am getting leaking on those bolts, both sides Torquued them to 22 lb/ft. they drip. The surface has circular cuts on which the banjo fitting washers rest on. the factory surface on the caliper is smooth. I think this is the issue. I am going to try to re-use the alluminum washers rather than the suplied copper looking ones. maybe the alluminum will seat better.

is 22 lb/ft enough? is this right or should I go 25 or 27? I have a digital torque reader. real nice and accurate.

thanks for any help. i need to get this thing on the road.
