Fog Light help! 03 Camry

I have a 2002 camry LE Japan built, i popped out the fog light plastic parts and stuck in OEM fog lights and plugged in the connector that was already there. i bought a signal stalk with the seperate fog light ring on it. I have one problem, in the plug connector for the signal stalk in pin 10 and 11, i only have a wire in pin 10. and none in 11. i dont know why. so what can i do here. im in Canada if that matters.
Some pics.

I just checked on a few things under the dash on fuse panel. There is NO FOG relay but theres a spot to install the relay, I have a FOG fuse (15A) and it has power. I do not understand why my car is missing 50% of this OEM install... any suggestions? anyone?

It looks like your missing the whole thing:

Use the info here to create your own relay and switch wiring.

Thx, its just odd that my camry is missing half of the required wires... the grey wire gets spliced into the low beam wire and the red yellow goes to the relay. it should work then.

Why does this seem so strange? If you vehicle wasn't equipped with the actual fog lights, why would the manufacturer go to all the expense to put in all the wiring & controls for fog lights? Of course they won't. If you want fog lights in a non-fog light car, you should find a good donor car with fog lights and take parts off of that one until you have yours completed properly.

The problem is, he has the wiring that's integrated into the lighting harness, but not the accessory harness. So unless he wants to replace the whole accessory control harness, its a lot easier to run a couple wires and a relay... My $ .02
