So I have 6000k Hid headlights and have never had any problems with them. I recently installed 3000k Hid Foglights and it doesn't matter what ballast or what bulb or what brand I use as I have tried many. One bulb always turns a slightly different color or is brighter.
I also just installed the same setup on my Girlfriends Lexus CT200H and her car also has the same problem.
Is this a resistance problem with running HIDS in both headlights and fog lights? If so how do you fix it?
Never had that problem with the HIDs in my foglights back when I did it. You could try using a harness on it and see if you got the same problem. IMO, just put some Nokyas or something in there and call it a day.
Since my I'm in the middle of replacing my halogen fogs with some new Silverstars, I tested out a pair of my 4300k hids that I have laying around just to be sure. They seem ok to me, and I've got a retrofit for the low beams done, only difference is I have a harness for the low beams. I unplugged the harness for a quick test and they are still the same, no problem here.

I believe the wiring on my 2011 Camry and My Girlfriends 2012 Lexus CT200H are different then the 07 Camry. I think Toyota changed something on the newer models which create a resistance problem.
Sorry real pet peeve for me as unless your foglights are projectors, frankly, I've been blinded by too many ppl that put them there for whatever reason.
also you run the risk of overheating your housing/bulb causing the bulb to blow (happened to me 2x on 5000k halogen)
- Did you look at them by the same angle? When I'm sitting in the driver seat, I can see a slight different color, but when I sit in the passenger seat, they are the same. When I look at the beam on the wall, they are the same.
- Did you try to switch sides the bulbs and ballasts? Does it appear to be on one side only?
The problem does not exist if running only HID headlights its when running HID Headlights and HID Fog lights. The computer seems to read as if there is not enough voltage which I believe is causing this problem. After some searching it seems to be a similar problem on the Newer Toyota Tundras..
I have an 07 Camry and having an issue with mine. I've got 6000k hid headlights and just put some in my fog lights. All is good MOST of the time. But every now and then my driver side fog light just won't come on.... I'll turn the switch off then back on and still nothing. Then a few hours later it's back up. What could be causing it to do this?

I'd have to look. Its from a local place called HID Factory in Houston. I bought my first set from them about 3 years ago for my headlights and haven't had any problems with them. So when I put my fog lights in I went and got the same exact ones. However one of them is giving me a hard time. So you think it could be the ballast? If so I can bring it back and get it easily replaced.
Also a buddy of mine has an extra set of 55W ballast. I currently have 35W. Is there any positive or negative to swapping them out?

Get these relays from www.theretrofitsource.com they have the best relay out there and they are a bit pricey but great quality. I'm currently using them on my retrofit setup.

I'll second this, their relay is top notch compared to many others I've tried. Closest to OEM quality you'll ever get... Though, mine seems to have to be a little loose on those metal connectors that are in the plugs, but as long as it works, I won't bug TRS about it for now.
I agree with them TRD has the best quality but i have xenonsupply on mine. I dont have a problem with mine but i never heard any bad comments about TRS
