hi guys i checked out that thread... so i'm looking to do a headlight and fog light HID conversion. i did the basic research went onto google and looked vendors. i'm deciding between nbo hids and phillips... i'm leaning towards phillips (now just need to find a vendor). any thoughts? and is there a dealer on the boards?
Nope. I don't think they are even an orderable factory option.

Yes, some Prii have the HIDs (my 04, Package #9 does), and some don't. Distinctly blue on ignition, once they stabilize, they are of the ultra-white variety (not the overtly bluish color temp of the Acura HIDs). I have not looked them up, but I suspect a color temp rating around 4000 for the stock bulbs.
You might consider looking at the setup from a Prius as a candidate for donor hardware. Obviously, the reflectors and such would be useless in a Camry (of any flavor), but the electrical stuff is obviously Toyota OEM (or at least Toyota endorsed) and probably substantially more reliable and safe than a lot of the aftermarket stuff.
I used to think HIDs were nothing more than a "look at me" luxury item, but I have to say I'm sold on them now. My wife's 07 Avalon XLS has the halogens, and it's illumination is pathetic and brown looking after I've been driving the Prius. Objects (especially reflective road signs) illuminated by the HIDs really "pop" and are more sharply visible compared to halogens. Halos are "acceptable" by today's legal and engineering standards, but HIDs are better.

two types for two different budgets. 4300K is close to most factory HIDs. 6000K is whiter with a hint of blue. Don't go above 6000K cause it's actually dimmer (and the blue/purple hues are annoying as hell).
Your Camry already has projectors so that should be ok. Foglights.. you can put in HIDs without glare since they're mounted quite low and are often aimed low anyway.

Before you get a HID kit, read through this thread about the blinding glare that the stock halogen projectors give off when you throw in a HID kit: http://www.toyotanation.com/forum/t192949.html
Without modifying the cut-off shield inside the headlight, you'll blind and really piss people off with the glare, not to mention, people flashing their high beams at you constantly. The glare might be a real attention getter for the cops too.
IMO, I wouldn't recommend doing the fog lights. Go halogen for those.
BTW, got my kit from http://www.xenonpros.com/ back in March. The 5000K's I got had alot more blue/purple color than I expected but the service was great and I got them in a day with standard shipping. If you can, I would recommend retrofitting with OEM parts. The camry's halogen projectors are garbage for output when compared to real HID projectors. I'm currently in the process of retrofitting with Lexus RX330 projectors and let me tell you, side by side, the RX330 projector puts a lot lof light on the ground compared to the Camry's projector with HID. I'll have to take comparison pictures.
i put 8000K 50W aftermarket on my hybrid.... man do they get comments.... they're brighter than normal 35W and at 8000K they almost look blue but after warm up, its quite white.... they cost extra... but i felt my car deserved them

yeah, i actually had 4300K for about 3 months... but when i was next to other cars... they looked way to yellow for me... i notice you have 5kK, that must be quite white with no blue tinge... i like how the hybrid is already bluer than other camry's so it makes my blue even bluer w/o being rice illegal blue... or maybe it is rice, but i saw an 85000k and a 10,000k blue and wow... that's RICE

I know what you mean, I believe it's more because of the projector and not the actual temp color of the bulb, because most if not all stock HID's are 4300K. But whenever I pull up to an Acura, BMW, or Lexus their HID's always seems brighter/whiter then mine anyways.

yep, that was me until i got the bump to 50W and a higher color temp.... now i see their envious stares... and i'm only in a toyota...and i get better mpg than them...mwa hahahahaha
