You don't pay MSRP plus Dealer Cost. Probably somewhere in between the two numbers.
That said and the fact the IRS Tax Credit drops by 50% on 10/01 many dealers are charging MSRP.
Some dealers are discounting slightly e.g. $1 -> $1000 but a lot (depending on location) are holding to MSRP or even MSRP + in high demand (west/east coast) areas.

A poll on Greenhybrid.com showed that about 90% of TCH owners paid MSRP for their new car. In CA, where demand appears greatest, there have been reports of dealers trying to get $1k or $2k over list. There has been speculation that after October 1st prices may come down a bit, because demand for TCH's will have cooled as the federal tax credits start phasing out. Also keep an eye on falling gas prices and possible downward pressure on prices of all sorts of hybrids (it amazes me to think that consumer can forget $3+ gasoline so quickly).
By removing the tax credit they are discouraging sales of hybrids and making sure we stay dependent on oil for a long time. Government officials are just puppets of big business in this country. They retire from politics and become "consultants." As the tax credit gets smaller and smaller I'm sure you'll see gas prices inching up again. As for now the tax credit makes it look as if the government actually cares while the oil companies are racking up record profits and the government is racking up higher taxes due to the aforementioned higher prices. THIS IS A FACT: the tax credit on Toyota hybrids is being cut in half as of Sept 30. The credit for Camry Hybrid drops from $2600 to $1300.
So given this fact, you can either buy a TCH now at MSRP and get the full $2600 credit, or you can wait 6 months for the street price of the car to go down $1300, and you still end up with the same money out of your pocket. Wait another 6 months for the tax credit to disappear completely, and then maybe the street price of the car might drop to $2600 under MSRP, which is 10% discount, a pretty good deal if you ask me. Except you haven't had a TCH for a whole year while I've been driving my new car and also enjoying the gas savings (I expect to save $2k in gas per year).
I agree that you should not pay over MSRP for the car, because you can always buy one out-of-state for MSRP and have it shipped. And regarding the comment about CA dealers having the biggest markup (since CA has the biggest preceived demand), I have not found this to be true. I visited 5 dealers, and everyone of them offered to sell me a TCH at MSRP except they had none in stock at the time. I did end up buying at MSRP from one of the dealers when another customer cancelled on their order.
I'm not being an a$$. My gripe isn't the tax credit. I see some of you all did use that in your calculations - to justify your statements. I'm getting a price of 35.K...I added in my options and the price shoots to 39.5K for this. 41-42K driveout for a camry...SORRY! At 40K i'm not going to choose a camry. FYI my options were CQ, ER, LA, NV, R7, SR, V4, V5.
The invoice is is closer to 28K. You get me a camry hybrid for 27.5 (with those options) and you got a deal! Just to save 3K i overpay 11K...doesn't sound right. I'm not talking about deals...i'm talking about what dealerships are ACTUALLY offering...
There are other threads on this board that show people getting their Camry Hybrids for under MSRP. That should be enough information for you (jhbhatia) to know that you need to look elsewhere for a better price.

Good for you...with the deadline, everyone chickenlittle mode..you failed to mention what options you opted? Read my previous to this post and see the options. If you get me those options for 28K you get my $500! I'm dead serious! Let's see if you are..
You can get a TCH for under sticker. Just go to a dealer who has the config that you want IN stock and see the fleet manager directly. Start offering from $750 above invoice and hold your ground. Eventually you'll meet under sticker. Dealers in So. Cal. will generally give a bit off sticker -- but not much. The market is very formidable for this model. A dealer may want to make a quick sale if the car's config is in lower demand and hybrids are selling slower in a particular area of town. It's very dependant on your stubborness and willingness to walk away from your top-choice car. You gotta make the dealer sweat a bit, but you need to take a risk too. By all means, if you want the car, pay the dealer's price. But negotiate if you are in no hurry and have other dealers and car choices lined up. Show 'em you've shopped around and are prepared to go elsewhere. Can't hurt!

What could be more absurd? Rather than being grateful for TAX CREDIT, this poster takes the "Glass is half empty" attitude. The answer: SHOW THEM! Just buy a HUMMER or SUV and don't let them manipulate you with a tax credit.
