Maximum number of smart keys?

Does anyone know the maximum number of smart keys that can be programmed for the 09 TCH?
I bought 2 extra smart keys on eBay from a company called RemoteSupermarket (also known as Remotez4less). The remotes are used, but match the FCC number of the smart key that came with the car. Two different dealers have not been able to program them. They say the batteries are good, the keys are sending a signal, but they won't accept a programming signal. RemoteSupermarket will take them back, but also say the smart keys can't be defective and maybe the dealer(s) don't know how to program them. One of the dealers has programmed 2 additional smart keys for our 07 Prius, so I have confidence they know how to do it. The maximum number of smart keys for the Prius is 4, and I would guess it would be 4 for the TCH. But before I buy 2 more keys from another source, I was wondering if the TCH will only allow 2 keys? Anyone know for sure? Thanks in advance for your help.

The newer smart keys can only be programmed for one car. Once they are programed to a car, they will not accept a programming signal for another car. If you buy blank keys (new from Toyota for example) they will work and I believe that you are right on the 4 key limit.

I called another online seller of used remotes, and the person I talked to said, "well, yes, the remotes are designed for only one car, but if you know how to do it, they can be reprogrammed. We have a locksmith in Florida who can do it." Uh, huh.
I called and asked our local dealer, who knew nothing about the one car limit. Since they don't know about the limit: 1. it's understandable that they could not program them; and 2. they probably don't "know how to do it." I'll just have to bite the bullet and buy a new one.
