American vs european computer chip?

A man from england told me that the camry hybrids sold in europe have a different computer chip than the ones sold in the states which allow for significantly better gas milage. i believe him because i believe our gov't has their hands around it for the sake of oil and money in their pockets, but i would love some confirmation. and i would love to get my hands on a euro chip!

The U.S. chip is due to an agreement between the aliens and Greenpeace which is really run by the Russian mafia for the benefit of the South American drug cartels. The only ones not involved are members of the U.S. Congress as they don't have a clue what is going on.

Or it could just be that they're using Imperial gallons and we're using US gallons. That's one reason why many cars in "magical" Europe have such "good" fuel economy.

Am I wrong or the camry hybrid is not for sale in Europe!?!
Every camry hybrid you see for sale in europe was imported either from States, or Canada! Even if it is in a Toyota dealer - in that case, that dealer bought it in the States, and took care of the importation to Europe!
It is NOT for sale in Europe, so there isno European or american chip... they are all made in the same factory in Kentucky (or Japan in the earlier versions)!
