It's not as bad as all that.
There's currently $500 available as part of the '4 Million Sold' celebration and another $3,500 available as part of Toyota Red Tag Days (Cash purchase). So, that's $4,000 off MSRP right there.
Canadian markup is usually around 7-8%, so assume you can get 5% off without much hassle, and that gets the price down another $1,800 or so.
All in all, this gets you to US Pricing levels. I personally find it difficult to compare CDN and US models as the packages and options are quite different. For example, the Base Camry Hybrid in Canada comes with Alloy wheels, heated side mirrors, the 6-disc JBL changer, auto-dimming mirrors and homelink as standard - these are all additional upgrade options/packages on the base model in the US.
