I keep my H/AC on manual mode almost all the time. When the car is parked outside in warm weather it starts up with the ventilation on recirculation. No A/C, just recirculation. I turn off the recirc., but the next time I start the vehicle it defaults to recirc. This does not happen in cool weather. The dealer says this is normal. Does anybody else experience this issue?
Since the inside of the car is warmer than the outside temperature it seems peculiar to begin with the recirc on.
There are number of factors that play into what it defaults to. Outside ambient temperature, interior cabin temperature, vent position, HVAC temperature setting.
If you have the temp setting at LO or in immediate lower range it usually defaults to recirc.

Since it is in manual mode, I don't understand why it would factor in any parameters. The temp setting is usually around 68-70 and the inside temperature (because it is parked in the sun) is much warmer than the outside temp. So, I don't understand why it would default to recirc under those conditions. The a/c is not on, so it is just recirculating extra hot inside air. Is that the way yours operates? Is there a way to change the default?
This is an interesting thread since I've considered putting an automatic starter on my vehicle... Is this the norm for the 09's to default to recirculation?
I live in Florida where it's ONLY warm (warm is a nice description) weather and auto starters come in handy.
I have taken mine to the local dealership on two occasions and that is what they maintain. They were not able to convince me--since it sounded like they were making it up as they went, but I don't know. However, it does not seem like it would be an issue for you using auto start--just leave the H/AC on auto and it seems like it would start back at that same setting.
yes, it does. you have to have temperature set to LOW for this to happen. It has something to do with AUTO mode and a/c set to max. Also, front defog will cause this.
I had this posted about a year ago, never had good answer. All I know, if I leave my temp set to LOW, and it can be done only with fan activated, next time I start the car, it automatically reverts to RECIRC. If I change temp to even 65, which is one up setting from LOW, this does not happen.
Here is a basic answer which may not be exactly what your looking for.
Back many years ago in a very hot Dallas, Texas I had to take my Chevrolet in for service. Once the car was repaired a runner would drive the car and park it up on the large roof parking area in the blazing hot sun.
Once I arrived for the car, they would put out a call the car which was delivered to me at ground level. The engine would be running and rather cold air blowing from the AC. I turned down the fan and ask the boy standing at my car window, how do you stand to get into those super hot car cabins. He told me they turn on the AC and open the vent and set the fan to high speed. This blows out the hot air as the compressor starts the cooling. By the time the car is back at ground level he sets the AC to recirculate, so the customer can adjust the fan to his liking.
Now I wonder if the TCH does the same thing when set to Auto AC. I never use it as I don't like the super high fan speed when the cabin is hot. Instead I open all the power windows for a half minute and let the hot air drift out. I keep the AC/Heat on ECO all the time. I only use the low fan speed and sometimes go too two graphs if it's hot enough when using the AC.

This, and the fact that even if its 20 degrees outside (but i moved to florida to stop that hehe) and you hit auto, the AC comes on. This is a toyota factory setting, and you can have it changed with their system at the dealer.
