USA Fuel Pump or electrical?

My 1990 V6LE Camry died on me w/o warning. Was making a scraping noise similar to an idler pulley with bad bearings before it stopped. I tested the fuel pump via Haynes repair manual and it made a noise and could smell gas but wasn't leaking gas at the engine. Belts and pulleys turn when cranked, no water in the oil and the battery has juice. Both fuses and relay are good I tested them on its twin in the driveway. The only thing I've done differently was filled up with a tank of e10 fuel (10% ethanol) for the first time but doubt if its related. Any ideas?

125 front wheel horsepower with major retard issues between 4500-5200RPM -
OD switched off, even when not in 3rd results in major power loss/rpm drop.

The starter turns over and all the belts and pulleys are turning. If the timing belt broke those would not turn right?

yes they would still turn, sounds like the water pump seized and took out the t-belt.
