to answer your question, the oem bumpers are polyurethane, that's why they're so expensive- but durable - all the cheap aftermarket ones that you see are plastic and the fitting's never quite right- at least not the front ones, because the lines are harder to match up
and I can't help you with touch-up paint tips, but if you were willing to spend a couple hundred dollars getting a new bumper and painting it, find a local paint shop, look around for quotes, and just get your current oem bumper refinished, unless those scratches are gauges and deep- should cost less than 200USD, or around there at most
and all aftermarket bumpers are also full replacements, no covers
