For $299 USD you can put this FRONT BAR on from

http://www.extremedimensions.com/6871.html

This the "other" USA KIT available

http://www.nopionline.com/nopistore/...20Camry%201991

This 2nd kit is NOT A REPLACEMENT BUMPER front or rear, the BOTTOM SECTION (LIP)
is all you get for the bars! The "lips" need to be attached using Panel Bond
(AKA "SIKOFLEX") As well as the lips you get the 2 Sideskirts for $774.17

Throw on some lowered springs, upgrade the struts with cartridges from Koni / Tokiko

a nice set of 16/17" Mags/Alloys, Extractors / headers, Cold Air Induction with a pod filter,

a 2 n 1/2" exhaust with a cannon muffler 4" tip, SPORTS steering wheel and you're SET !

Making the rear of it LESS UGLY would be a start !

Oh and pull off the BLACK side bump strips to clean up the lines

Get rid of the stock air box, put on a pod filter/CAI setup, set of header/extractor pipes,
2 & 1/2 system, hi-flow cat, sports/cannon muffler, 2" lowered springs, Tokiko/Koni shocks
16/17 " Alloys, Re-grind the cams for lift/duration, ummmm...spend LOTS of MONEY ?

There's always Intrax springs and some nice wheels. I say start there, plus being a v6 your frontend will sit much nicer than mine.
