4th Generation 2.2 Cold Sart Idle

For 1998 Camry 2.2 Auto. California car.

What is the normal cold start idle for this car. The temp is about 50 outside after sitting all night and the car is idleing at 1500 for a minute or two before it starts to drop down to 900-1000. Do you think 1500 or so is normal? This seems high to me. When completely hot it does idle at 750 which is the spec. This is a friend of mines car. Also no codes have been set.

it's Fine. When I start my car first thing in the morning it will idle at almost 1700, then will drop once the engine warms up.
