There are two main places where the lever (or the cable) will seize, especially if it's been raining and then drops below freezing. Once you do have the cap open, you can drip some penetrating oil onto the plastic nub where it sticks-put from the end of the cable, or you can remove the carpeting from that side of the trunk and spray rust-inhibitor or penetrating oil onto the actual spring mechanism inside the wheel well.
If all else fails, find a nice warm garage and let the car thaw completely. I admit, I'm surprised to hear such a new Camry having the problem. My 1990 just hit 340,000km (dunno in miles) and it just started acting-up...
