EGR modulator filter, should it look like that?

I was checking my EGR modulator filter the other day, and the side that was facing down, looked like it was made out of hard sponge, and the other side is soft and fluffy.

Is the hard sponge looking side got that way from years of use? like.. heat? or should it just look like that? I slipped it over .. should I flip it back? and why there's a filter?

Flip it back, it was made that way. Different levels of filteration.
