3rd Generation What is this?

It looks like it is attached to some sort of hydraulic cylinder.

What vehicle and year? It sorta looks like a sensor for a load-leveling system. I.E. the sensor on the control arm gets compressed and sends a signal to pump up the rear shocks to keep the rear from sagging. This is pure speculation, of course.

If it is like the Previa, it would be the proportioning valve, part of the braking system.

You must be drunk....

There is no way that is a brake proportioning valve...

The image from the Previa. You can see the same thing.

Here is a document on how to fix it, with pictures

I don't see any blue coil spring/damper attached to what looks like a lower control arm in this picture you attached

In fact .. other than the tire and the fact its the underside of a vehicle.... the two pics don't even have the slightest similarity?

maybe I'm drunk..

Look right next to the coil spring. Compare the second spring to the one posted.

oh.. wait.. I see it now.. But it's still not a Brake proportioning valve.. it's a Load-Sensing Proportioning and Bypass Valve (LSP & BV)

From Toyota... (http://www.toyota.com/html/help/glossary.html)

Quote:
Load-Sensing Proportioning and Bypass Valve (LSP & BV)

Mounted to the frame and the rear suspension arm/rear axle, the LSP & BV senses the weight distribution of the vehicle and automatically varies the amount of hydraulic pressure to the rear brakes based on the load in the vehicle. This helps to reduce rear-wheel lock-up with either light or heavy loads to maintain stopping control.

omg it's my cars long lost twin your camry looks exactly like mine
year make model color ...does it have the 3rd seat?

and yes it is a load sensing proportioning valve used to keep the wagon more stable during braking it puts more pressure on the rear only when the tires are closer to the ground and when the suspension is lifted it takes away pressure to help stop skidding. i've been tampering with mine but haven't found the right adjustment yet

Interesting! Low tech version of traction control. Cool. I do have the third row seat and I have used it as well.
