What vehicle and year? It sorta looks like a sensor for a load-leveling system. I.E. the sensor on the control arm gets compressed and sends a signal to pump up the rear shocks to keep the rear from sagging. This is pure speculation, of course.
Load-Sensing Proportioning and Bypass Valve (LSP & BV)
Mounted to the frame and the rear suspension arm/rear axle, the LSP & BV senses the weight distribution of the vehicle and automatically varies the amount of hydraulic pressure to the rear brakes based on the load in the vehicle. This helps to reduce rear-wheel lock-up with either light or heavy loads to maintain stopping control.

and yes it is a load sensing proportioning valve used to keep the wagon more stable during braking it puts more pressure on the rear only when the tires are closer to the ground and when the suspension is lifted it takes away pressure to help stop skidding. i've been tampering with mine but haven't found the right adjustment yet
