Engine Coolant Temperature gauge

i have camry 94. 4cylinder
when i am driving my "Engine Coolant Temperature gauge" stays down. It stays really close to the bottom line. especially when i am driving in the highway it stays down. but when i am stoped for a while it goes in the middle. and when i start driving again it goes down agail. any suggestion please.

yep, new thermostat. Make sure your fan relay is good too while your at it, i'm presuming your fan's are on all the time (ie. in OPEN position) thereby cooling your temps when driving, when it shouldn't be operational at that time.
