I Have an '84 Camry with the 2S-E engine. The timing belt broke. Is this an interference engine? Am I sending this car to the scrap yard?

I Think it should be fine. I know the later engines in the Camry's (such as the 3S-FE continuation of yours) is fine if the belt is just replaced. Hopefully someone here has more concrete knowledge of your engine though.

Any particular reason it's draining water as well? possible water pump damage at the same time?

Maybe the water pump broke, CAUSING the timing belt to break, or not be on?

I broke a timing belt on my old '85 Camry years ago. My car had the same engine yours does. I can definitely tell you that that engine is a non-interference one.

ASG is probably right on the scenario. Because maybe the water pump pulley seized up and this snapped the belt. Or a leaky water pump soaked the belt, and made it slip, overheat and break.
Either way you can find out if this is an interference engine or not, just call toyota dealer or look it up. I dont believe it isan interference engine. So all you are looking at, with any luck, is a new water pump and timing belt and maybe the idlers. Less that $200 if you can do it yourself.
