You won't pass CA smog officially with any JDM engine. Also, the 3s-ge won't give you that much extra power over the 3s-fe. You will need a wiring harness to run the engine, I believe... Or at least the ECU.

Why did you choose the 3s-ge over the 3s-gte?

What gen or year 3sge did you get. Certain J-spec 3sge's will give you a much more significant hp bump over the 3sfe. Even the least powerful one gives you 145hp with the newest one giving you 210hp so you are guaranteed 30 extra hp over your current engine. But like white90dx said, might as well give up on passing smog the normal way. And you are going to want to try and locate the wiring harness and ECU. You know what though, maybe an US spec 3sge ECU will work for it. Don't quote me on that though.

It is the the 3sge from the Altezza(JDM IS300) and it actually has dual VVTI. If you go to this link below, it shows all the Toyota engines and their various levels of hp and what cars they were available in.

Wouldn't that be the IS200?

Ahhh, my bad. Looks like the IS200 is a 6cyl 2.0L 1G-FE (at least that's what it says from what I'm looking at). Pretty low displacement for an I6... :o

Yea that motor is very weak for a 6-cyl. 3S-GE got more power on high-end.

The second gen 3SGE out of a JDM ST18X Celica puts down close to 160HP.

the motor that i am looking at is a first gen 3sge. why i chose the g insted of the gte is because i dont have the money right now for a turbo swap and later on if i want i could bold a turbo on. what if i was to use the us spec intake would you think that it would pass smog. i was looking at my friends first gen 3sge celica and everything that i have he has it is just in a slightly different place so i think that i might be able to use my harness and run a 3sge ecu and the wires that i are not in the harness i could splice in ?? just a thought i am looking to start in the next few weeks if i can get everything figgured out so if anyone could help thanks
