3rd Generation rim size

will 18 on a gen 3 camry cause for braking problems or effect the abs?

18's should not rub (confirmed by other members), no forsee-able problems with braking, and I don't know about the ABS but it should not interfer with it.

my brorher in law said i might have to change the caliapers, but i see cars on this site all the time wit rims over 17's

there will be no problems as long as it is sized correctly.

abs isnt effected as long as all 4 tyres are the same.

125 front wheel horsepower with major retard issues between 4500-5200RPM -
OD switched off, even when not in 3rd results in major power loss/rpm drop.
