For my Gen 2 Camry there are two screws at the top of the bezel, remove them then pry the bottom carefully off. In my experience, the bottom was on there pretty well and I too thought that maybe I was missing some screws because prying it felt like it was going to break. I just comes right off though.

The pic you've attached is for a Gen4. I'm assuming this is what you have too.

The stock deck is surrounded by a plastic trim piece that is simply help in place with clips. Starting from the bottom (cigarette lighter area), gently pull the trim piece off. Work your way up towards the top. Once the trim is off, the screws that are securing the deck will be exposed. Unscrew those and voila!
