if u can get them out alright i dont see why it couldnt be done. just be careful when spraypainting, do light coats so the paint doesnt run, and if using gloss paints, you'll probably end up with the 'orange peel' effect (surface is slightly rippled). after painting, i'd say finish it off with a clear coat to protect the paint. make sure it is all completely dry before reinstalling back into the car. oh yeah, and make sure the paint wont stop the aircon vents from moving up and down and stuff.

make sure you primer the plastic pieces so the paint adheres properly. otherwise, after a few months, the paint will start flaking off. like crazy camry said, take your time and do light coats of paint. do some light sanding between coats and do some very fine grit sanding before applying the clear. good luck and be sure to get some pics up when youre finished.

ahh yes primer i completely forgot. and make sure before u spray anything to wash the parts in mild warm soapy water to get rid of oils etc. as for the primer, i always use something by duplicolour. its a flat (or matt, same thing) light grey colour. if u can't find primer, use a matt white or light grey. make sureit is a matt colour, if it were gloss u would find paint would not want to stick to it too well, it would want to slide off.
